BEE REGISTRATION
BUREAU OF ENERGY EFFICIENCY
Introductory
The Government of India set up the Bureau of Energy Efficiency, under the Ministry of Power, Government of India on 1st March 2002 under the provisions of the Energy Conservation Act, 2001, to develop policies and strategies to reduce the energy intensity of the Indian economy.
BEE’s S&L Certification Scheme
To achieve the aim of bringing down the energy intensity of the economy by 33 to 35% compared to the 2005 level by 2030, BEE launched the S&L certification scheme to realize the benefits of energy efficiency through reduced energy consumption in household electrical appliances. The main objective of the regulation is to give the consumer an informed choice about the energy-saving potential of the marketed product.
Products regulated must be approved by BEE and have a BEE star label marked on them to be manufactured/sold in the Indian market. Thus, it is the responsibility of the manufacturer/ importer/ trader of the product to meet the minimum energy performance standards laid out by the department.
To be designed and made in the Indian market, appliances must be authorized by BEE and bear the BEE star mark.

3) Colour Television.
4) Room Air Conditioner (Variable Speed).
5) TFL.

7) Room Air Conditioner (Fixed Speed).
8) RAC (Cassette, Floor Standing Tower, Ceiling, Corner AC).
9) Distribution Transformer.
10) Direct Cool Refrigerator.
Voluntary Products
1) General Purpose Industrial Motor
2) Submersible Pump Set
3) Ceiling Fan
4) Domestic Gas Stove.
5) Washing Machine (Semi/Top Load/Front Load).
6) Computer.

Who Can Apply
Manufacturers of equipment’s/importers/traders can participate in the scheme by registering with the Bureau.

Label Period and Energy Efficiency Labels
Energy-saving badges are descriptive labels placed on products that explain how much energy they use and how well they function. The permittee and items recognized with the Bureau are given a star rating ranging from 1 to 5 in increasing order of renewable energy.
A label period is an important limit set by BEE for which a manufacturer’s star rating is valid. When the government changes the label duration for a commodity, the star rating determination table and environmental performance requirements for the commodity also change.
How to Apply?
For applying the BEE certification (S&L), the applicant should be any Indian entity like an importer, trader, distributer, brand owner, etc irrespective of the manufacturing country.
In this certification, there are two steps:
1) Company Registration
2) Model Registration
Company Registration
The Indian applicants shall first register themselves on the S&L web portal. An applicant needs to register themselves only once for each product, but separate company registration will be required for every brand of the product.
Government Fees:
INR 25,000 (in case if they have valid Small-Scale Industry Certificate)
INR 1,00,000 for each registration as Security Deposit.
Timeline: 10-15 days
Model Registration
After company registration, the applicant will go for model registration on the S&L web portal along with list of documents and the test report. Test Report in original providing the energy efficiency performance value, from NABL accredited lab in India.
Government Fees
INR 2000 for each model
Timeline: 40-45 days
LABELLING FEE
The labelling fee shall be paid by the applicant at the end of each financial year or at the end of each quarter. The amount of labelling fee deposited by the applicant shall be based on its submission of the production data certified by the chartered accountant of the company at the end of each quarter on the web portal as well as hard copies duly signed and stamped by the AIR of the company.
